Madhya Pradesh Film Tourism Policy 2025

The Madhya Pradesh Film Tourism Policy 2020 (Amended 2025), notified vide Order No. F TD/2/0005/2025/33 dated 18/02/2025, facilitates shooting of feature films, web series, TV serials, reality shows, documentaries and short films across the state and promotes private investment in film tourism. It runs 5 years from notification, with the Film Facilitation Cell of the MP Tourism Board as nodal agency. The aim is to place Madhya Pradesh as the first choice for filmmakers, develop film-making infrastructure, and give national and international recognition to the state's tourist places.

Additional top-up subsidy — choose one category only

• •TV serial subsidy is payable only to applicants submitting a valid telecast schedule certificate from a General Entertainment Channel; web series subsidy only on a telecast schedule or release certificate from the OTT platform.
• •Documentaries awarded at a recognised national or international film festival are eligible under the respective slab even without mandatory release.
• •Shooting permission fee reimbursement: 75% of the actual fee paid in the state, for minimum 75% shoot days (feature, web, OTT, documentary, short film) or minimum 180 days (TV serial). Applies to ASI, State Archaeology, local municipal bodies, Tourism, Forest, Irrigation and PWD monuments and properties.
• •Local talent employment bonus: where local MP artists, directors, choreographers, cinematographers, art directors, costume or sound designers or musicians are engaged, an additional subsidy of up to ₹50 lakh or 25% of actual payment made, whichever is less, over and above the base subsidy, against direct payment proof.

• •Single window clearance through a dedicated online portal for all shooting-permission applications, coordinated by the FFC.
• •All shooting permissions are covered by the MP Public Service Guarantee Act 2010 with a maximum 15-day turnaround — the first such inclusion in the country. A district-level nodal officer of at least Deputy Collector rank is authorised in every district.
• •Up to 40% discount on published rates for accommodation and food via MP State Tourism Development Corporation for cast and crew; state-owned airstrips available on prescribed rent.
• •A Film City feasibility study and detailed project report are planned, with land and construction cooperation once viability is established. Private investment encouraged for film studios and processing labs.
• •A land bank is available for film skill-development centres, institutes, studios, labs, post-production and VFX, Film City, incubation centres and start-up projects.

Single-screen cinema incentives

1. 1Complete the one-time online registration with the Film Facilitation Cell, MPTB.
2. 2File the shooting-permission application via the single-window online portal; the FFC coordinates with all departments for approval within 15 days under the MP Public Service Guarantee Act 2010.
3. 3The FFC screens the proposed project to ensure no adverse depiction of the country or state before subsidy approval.
4. 4On completion or release, submit the subsidy application in the prescribed format with the CBFC certificate, GEC telecast schedule or OTT release certificate as applicable, and cost documentation per Annexure A.
5. 5The in-house Finance Committee set up by the FFC examines supporting documents and bills, and forwards its recommendation.
6. 6The FFC issues an approval or rejection letter, and the subsidy is paid online directly to the applicant's bank account within a maximum of 45 working days from submission of the complete application.
