Overview
The Wool and Woollens Export Promotion Council (WWEPC), New Delhi, is the export promotion council under the Ministry of Textiles for wool and woollen products — raw wool and tops, woollen and worsted yarn, fabrics, knitwear, blankets, shawls and woollen garments. It is the authorised agency for the RCMC in this category, which the Apparel Export Promotion Council does not cover.
Without the RCMC an exporter runs into trouble at every turn — certificate of origin, duty drawback, RoDTEP and RoSCTL claims, and grants for fairs all require it. Membership brings marketing support for international and domestic fairs, legal and technical guidance on destination-market rules, networking with established exporters, and representation of the trade before government and international bodies.
WWEPC has two categories, as explained in the video: member exporters, who need a minimum turnover of about ₹2 crore, and registered textile exporters (RTE) for new units and small exporters with no turnover requirement. Fees differ by category and are published on the Council's website; the RCMC is valid for financial years starting 1 April, so it is best applied for in or after April rather than in February or March.
The application is filed on the DGFT e-RCMC platform: fill the form, upload the documents as PDFs of up to 1 MB each, pay the fee and receive the RCMC, generally within 10 to 15 days.

Eligibility Criteria
Member Exporters
- Exporters of wool and woollen products with turnover of about ₹2 crore or more
- Manufacturer and merchant exporters
Registered Textile Exporters
- New units and small exporters with no turnover requirement
- Upgrade to member exporter when turnover qualifies
