Haryana Data Centre Policy 2026

The Haryana Data Centre Policy 2026, notified by the Department of Industries & Commerce vide Notification No. 20/12/2026-4IB-1 on 27 May 2026, is a 5-year flagship framework designed to position Haryana as a globally competitive hub for digital infrastructure and cloud processing.

With India's data centre capacity expanding toward 2,100 MW by FY2027, Haryana leverages its strategic location in the National Capital Region (Gurugram and Faridabad), reliable dual-grid power infrastructure, extensive optical fibre networks, and proximity to international airports to target ₹10,000 Crore in cumulative investments.

Core Policy Objectives — Clause 4

• •Attract ₹10,000 Crore of cumulative investment in the data centre ecosystem during the policy period.
• •Provide transparent, time-bound Single Roof clearances via the Haryana Enterprise Promotion Board (HEPB).
• •Promote green data centres through adoption of renewable energy and water-efficient cooling systems.
• •Drive allied tech growth in AI, fintech, cloud services, and digital public infrastructure.
• •Generate high-quality direct and indirect employment across engineering, IT, construction, and facility management.

To qualify under this policy, Data Centres and Data Centre Parks must be established within Haryana and meet contracted power capacity thresholds dedicated to data centre operations:

A. Capital Expenditure (CAPEX) Support — Clause 9.1(A)

Reimbursement of eligible capital expenditure (ECE) disbursed in 10 equal annual instalments starting after commencement of commercial operations or achievement of committed investment:

Reimbursement of eligible operational costs for a period of 5 years from date of commencement of commercial operations:

Eligible OPEX heads include: Net SGST paid to GoH, wheeling and transmission charges paid for power import, electricity duty paid to GoH, and expenses incurred for global data centre certifications.

C. Local Employment Generation Subsidy — Clause 9.1(C)

Granted for 10 years from COD to reward high-quality local hiring verified via Parivar Pehchan Patra (PPP):

D. HKRN Employment Booster (EPF Support)

• •Employer EPF Reimbursement: 100% reimbursement on employer's statutory EPF contribution for 5 years for hires made through Haryana Kaushal Rozgar Nigam (HKRN), capped at 12% of basic+DA or ₹25,000/yr/employee.
• •Employee EPF Reimbursement: 100% employee EPF contribution reimbursed directly to HKRN-recruited workers via Direct Benefit Transfer (DBT) for 5 years (capped at ₹25,000/yr/employee).
• •HEPB Customized Packages: Ultra Mega and Mega Projects are eligible for customized incentive packages approved by the Haryana Enterprise Promotion Board (HEPB) over and above standard policy heads.

A. Park CAPEX Support — Clause 10.1(A)

Data Centre Park Developers (minimum 20 MW cumulative contracted power) receive 20% CAPEX reimbursement on park infrastructure, subject to a ceiling of ₹15 Crore, disbursed in 4 tranches:

Developers are entitled to an Interest Rate Subsidy @ 5% on term loans for 5 years, subject to an annual ceiling of ₹5 Crore per annum.

1. 1Project Categorization: Determine contracted power capacity (Hyperscale >10 MW, Core 1–10 MW, Park ≥20 MW).
2. 2File Pre-Commencement Application: Apply via HEPB Single Roof Clearance portal prior to starting commercial operations.
3. 3Obtain Statutory Licenses: Secure TCP building plan approval (FAR 500%), fire NOC, dual grid power connection within 10–15 working days.
4. 4Maintain Separate Books of Accounts: Expansions must obtain separate GST registration or maintain clear project ledgers.
5. 5Verify Haryana Workforce: Onboard local employees via Parivar Pehchan Patra (PPP) portal.
6. 6File CAPEX/OPEX Claim: Submit CA-certified FCI and ECE statements after COD to receive 10-year CAPEX instalments and 5-year OPEX support.
