Overview
CHEMEXCIL — the Basic Chemicals, Cosmetics and Dyes Export Promotion Council — was set up in 1963 by the Ministry of Commerce and Industry as the export promotion council for the chemical sector and is a nodal agency for chemical exporters and importers. It is the single point of contact for Foreign Trade Policy benefits and promotion for everyone in the chemical trade.
Members are registered under four panels: Panel I — dyes and dye intermediates; Panel II — basic inorganic and organic chemicals including agrochemicals; Panel III — cosmetics, toiletries, soaps and essential oils; Panel IV — specialty chemicals, lubricants, castor oil and its derivatives. The panel determines the statistics, events and circulars a member receives.
The Council organises participation in international exhibitions and buyer-seller meets, runs the Market Development Assistance scheme for its members, publishes export-import statistics by country and product, helps with duty drawback and other incentive claims, issues visa recommendation letters for business travel, keeps members informed of Foreign Trade Policy changes and bilateral and multilateral agreements, promotes zero-defect quality, and publishes a monthly bulletin.
Under Market Development Assistance, an exporter with turnover up to ₹15 crore can have the airfare of two persons and stall charges reimbursed for participation in approved fairs abroad, on a first-come-first-served basis through the MSME Development Institute or the Council. Registration is done on the DGFT e-RCMC platform; the fee depends on MSME status and the exporter's FOB value — a new exporter with nil exports paid about ₹7,670 in the 2020 schedule the video refers to.

Industrial licence for regulated or hazardous chemicals, or a self-declaration that none is required
Udyam (MSME) registration, where applicable
Self-declaration on letterhead that the company is not blacklisted
CA-certified turnover for the last three years (nil for new exporters)
Export House / Star Export House certificate, if any
Cancelled cheque with bank name and account number
GST registration certificate
