End-use certificate by a Chartered Accountant for a machinery loan

Why a CA certificate, and what makes it valid
Banks, embassies, export promotion councils, tender authorities and courts ask for facts certified by a Chartered Accountant because the CA is accountable for them. Every certificate a practising CA issues carries a Unique Document Identification Number (UDIN) generated on the ICAI portal; the recipient can verify online who signed, when, and for which document. A certificate without a UDIN is not valid, and no one other than a practising CA can issue these.
| Certificate | Who asks for it | What it states |
|---|---|---|
| Net worth certificate | Embassies (student and business visas), banks, tender authorities, courts, RERA | Assets less liabilities of a person or family as on a date, with the basis of valuation |
| End-use certificate | Bank that gave a term loan for machinery | The disbursed loan was used to buy the machine as per the loan agreement, with invoice details |
| Turnover / export turnover certificate | Export promotion councils for RCMC class and fee, EPCs, buyers, DGFT for status holder | Domestic and export turnover for the years stated, from audited books |
| Certificate of authenticity / export compliance | Importers, foreign regulators, buyers who want assurance on standards | The goods described comply with the trade and quality standards named (ISO, BIS, CE, FDA, Halal, SEDEX, REX) with certificate and test-report numbers |
| Other CA certificates | Utilisation of grant or subsidy, capital investment in plant and machinery (Udyam, subsidy claims), stock and book debts, project cost incurred | As the scheme or lender prescribes |
Net worth certificate for a visa, tender or bank
For a long-stay visa — a student going to Canada or Australia, a business visitor — the embassy wants to know that the applicant or the sponsoring family can fund the stay. The certificate lists the movable assets (bank balances, fixed deposits, mutual funds, shares, LIC and insurance surrender values, gold and silver, vehicles), the immovable assets (house, land, agricultural land, farmhouse) and the liabilities (home loan, vehicle loan, business loans), and states net worth as assets less liabilities. It is usually issued in the name of the parents or the applicant; grandparents can be included only with an authority letter and where the embassy accepts it.
| Asset | Proof and valuation |
|---|---|
| Bank balance | Statement as on the certificate date |
| Fixed deposits, PPF, bonds | Receipts / statements at face value plus accrued interest |
| Mutual funds, shares | Statement at NAV / market price on the date |
| LIC and insurance | Surrender value certificate from the insurer |
| Gold and silver | Purchase bills; valuer's certificate at current rate |
| Vehicles | Invoice; depreciated or insured declared value |
| House, land, agricultural land | Purchase deed at cost, or a registered valuer's report at market value — the valuation is what takes time |
| Liabilities | Loan statements for every loan; never hide a loan — the embassy or bank pulls the credit report |
End-use certificate for a machinery term loan
When a bank disburses a term loan for a machine it later asks for proof that the money bought the machine and was not diverted to working capital or elsewhere. The end-use certificate, on the CA's letterhead with a UDIN, is addressed to the branch, quotes the loan account number and the sanction, lists each machine with supplier, invoice number, date and amount, and certifies that the funds were utilised for the intended purpose as per the loan agreement. Invoices and payment proofs are attached. Banks generally want it within a few weeks of disbursement and before the next instalment or the subsidy claim (for example under SCLCSS or a state capital subsidy).
- •Documents: sanction letter, disbursement statement, supplier invoices, payment proofs, installation report or photographs, loan account statement.
- •Format: bank's prescribed format where one exists; otherwise the CA's format with the required declarations.
- •Turnaround: same day on a complete file.
Turnover, RCMC and certificate of authenticity for exporters
Export promotion councils fix membership class and annual fee on certified export turnover; EEPC India, CHEMEXCIL, CEPCI and the Wool and Woollens EPC all ask for a CA-certified turnover statement for the last one to three years with the RCMC application. Buyers and foreign regulators may ask for a certificate of authenticity — a CA's confirmation that the goods described (product, HSN code, quantity, weight, batch, manufacturing and expiry dates) comply with the standards the buyer named, citing the certification body, certificate numbers and test-report numbers. The CA verifies the underlying certificates and test reports before signing; the fee depends on how much verification the standards demand.
What delays or invalidates a certificate
- •No UDIN — the recipient cannot verify it and will reject it.
- •Property included at market value without a registered valuer's report.
- •Loans left out of a net worth certificate; the embassy's or bank's credit check finds them.
- •Grandparents' assets included where the embassy accepts only parents.
- •Turnover figures that do not tie to audited accounts or GST returns.
- •Export standards certified without the certification body's certificate and test reports in hand.
