Objective

Why the policy exists

A five-year policy running March 2024 to February 2029, aimed at boosting manufactured-goods exports from Bihar through export subsidy, performance-based subsidy, exporter facilitation and a Single Window Clearance process. The Department of Industries is the nodal department, with primary responsibility to liaise with all stakeholders in export-related activity. Applications go through www.swc2.bihar.gov.in.

Three eligibility gates decide entitlement, and all three are absolute. Incentives apply only to exports of manufactured goods — a unit whose manufacturing does not contribute value addition is outside the policy, and units engaged only in trading fall outside its purview entirely. The unit and its registered office must both be in Bihar, and it must hold an IEC number. And the state of origin must be recorded as Bihar in the shipping bill on the Indian Customs EDI system.

The Export Subsidy is not available on exports made by road only — the consignment must move through a seaport or air cargo terminal to qualify. Industries appearing on the negative list of the Bihar Industrial Investment Promotion Policy 2016 are not eligible for any incentive under this policy.
Special Class Investors — Scheduled Castes, Scheduled Tribes, Extremely Backward Castes, women, differently abled persons, war widows, acid-attack victims and third-gender entrepreneurs — are eligible for the maximum incentive limit increased by an additional 15% of the prescribed limit.
Any false declaration, incentives availed by an ineligible unit, or violation of the policy's conditions makes the incentive liable to recovery from the date of availing, with interest compounded annually at 18%. Non-payment within the stipulated time lets the State Government recover the amount, including interest, as arrears of land revenue.
Support & Process

Facilitation and the two-stage clearance

  • Export Award distributed among Bihar's exporters for outstanding export performance across product groups.
  • Ongoing coordination with the Directorate General of Foreign Trade, the Federation of Indian Exporters Organisation, the Engineering Export Promotion Council and other apex and commodity bodies, for periodic inputs to promote exports from the State.
  • International Buyer-Seller Meets to boost exports, promote GI-tagged and One District One Product items, and build the branding of Bihar-origin products.
  1. 1Stage 1 Clearance — eligible units submit a Stage-1 application on the Single Window Clearance portal at www.swc2.bihar.gov.in before availing incentives.
  2. 2Financial Clearance — entrepreneurs separately submit an application for Financial Clearance on the Department of Industries' Single Window Clearance portal.
  3. 3Export Subsidy and Performance-Based Subsidy are then claimed annually, subject to the prescribed caps, for up to 7 years.
