Read this before you rely on a figure. Every rupee amount here is taken from the State Board's own published schedule, cited against the result. Nothing is estimated, and a state whose schedule could not be obtained is listed as not yet loaded rather than filled in with a guess. The fee follows from the category, so set the category the Board has assigned to your unit. The industry lookup is an aid only: it uses the Central Pollution Control Board list of 29 February 2016, which the Board's classification of January 2025 has superseded, so confirm any category it suggests with the Regional Office before filing.

Note 4 — a mine seeking consent for additional or enhanced production, or for a new mineral, within the validity of an existing Consent to Operate and without increase in lease area, pays 20 per cent of the prescribed fee.
Note 2 — for mines the consent period is coterminous with the lease validity.
Note 3 — for quarry licences the Consent to Operate is normally for one year, extendable to three years on deposit of adequate fees where the quarry licence is valid for three years.

- Two different schedules appear on the Board's own website. The gazette notification of 26 May 2016 (G.S.R. 13 and G.S.R. 14) carries the figures used here. The Board's 'Application Form and Fee Schedule for Consent' document carries a schedule numbered G.S.R. 21 and G.S.R. 22 with the same Consent to Establish figures but different Consent to Operate figures and different validity periods (Red 3 years, Orange 5 years, Green 10 years). Confirm which is current before filing.
- In the highest slab the notification prints four figures without repeating the column headings. The mapping of those figures to Red, Orange, Green and Consent to Operate follows the column order of the table above it.
- The notification does not describe the Consent to Operate fee as annual. Read with the validity periods it appears to cover the whole consent period. Confirm with the Regional Office before relying on it.
- Basis of investment — The notification prescribes slabs of capital investment but does not define the term. The Board separately prescribes a format for a capital investment certificate to be filed in original.

What effluent and fuel actually change
No Board loaded here prices effluent volume or the presence of a boiler as a line item. What those two facts do is decide which Act you need consent under, and which sector of the Central Pollution Control Board list your unit falls in — and the sector sets the category, which sets the fee column. These are pairs of entries that appear verbatim in the Board's list and differ only on the stated condition.

Water cess on water consumption
The Water (Prevention and Control of Pollution) Cess Act 1977 levied a cess on the volume of water a unit drew, which made water consumption a direct cost alongside the consent fee. It is widely reported to have been repealed with effect from 1 July 2017 on the introduction of the Goods and Services Tax, by the Taxation Laws (Amendment) Act 2017. No cess is therefore added by this calculator.
This tool could not open a primary text of the repealing provision. Several Boards, Maharashtra and Assam among them, still publish live cess return procedures on their websites. Treat the repeal as settled practice but confirm with the Regional Office if an old assessment or arrear period is in issue.
Boiler registration
A boiler is registered and certified under the Indian Boilers Act 1923 by the State Directorate of Boilers, not by the Pollution Control Board. Those fees are separate from the consent fee and are not included here.
Which Act you need consent under
Section 25 of the Water Act 1974 requires prior consent to establish any industry, operation or process, or any treatment and disposal system, "which is likely to discharge sewage or trade effluent into a stream or well or sewer or on land". The Air Act 1981 applies to a unit operating in an air pollution control area, and most States have declared the whole State to be one. In practice Boards ask for both, because almost every premises discharges at least domestic sewage.

A state is loaded only once its Board's own notification has been read. The rest are listed with a link to the Board, so nothing here is invented to fill a gap.
