Policy Overview

Positioning Assam as a Regional Aviation MRO Hub

Assam borders six Northeastern states and shares international boundaries with Bhutan and Bangladesh, functioning as India's land bridge to Southeast Asia under the Act East Policy. With seven operational airports, Assam is positioning itself as the leading regional hub for civil, defence, and drone MRO servicing.

Note: This MRO Policy is distinct from the Assam Aerospace & Defence Manufacturing Policy 2025. MRO activities are exclusively governed by this policy to prevent incentive overlap.

Customized Mega-Project Package

Special incentives for ₹300 Crore+ investments

  • Eligibility: MRO projects with an Eligible FCI of ₹300 Crore or more are eligible for customized incentive packages.
  • Structuring: Packages are framed by the Empowered Committee on a case-to-case basis and approved by the State Cabinet.
  • Sub-leasing Rule: Sub-leasing of MRO facilities is permitted to subsidiaries or JVs, subject to AAI norms, but incentives remain available only to the primary investor.

Empowered Committee and State Level Committee roles

  • Empowered Committee: Chaired by Hon'ble Minister, IC&PE; Vice-Chaired by Chief Secretary. Apex authority for policy oversight, customized incentives (₹300 Cr+), and inter-departmental clearances.
  • State Level Committee (SLC): Chaired by Senior-Most Secretary, IC&PE Department. Scrutinizes proposals, verifies FCI/certifications, and approves standard policy incentive claims.
  • MRO Facilitation Cell: Nodal point in Civil Aviation Wing, Transport Dept for single-window clearances and investor queries.
