Promoting Electric Vehicle Adoption & Manufacturing in Assam

The Electric Vehicle Policy of Assam, 2021 was notified to promote adoption of electric vehicles and build robust charging infrastructure, including a network of charging points, while encouraging manufacturers to invest in the sector. These Operational Guidelines specify the procedures for availing incentives — sanction, disbursement, and recovery of incentives drawn irregularly or fraudulently.

The guidelines are effective from 04.09.2021 and remain in force until the Government deems fit to withdraw or revise them.

Eligibility & Restrictions

  • Vehicle must be registered within the State of Assam.
  • An individual is entitled to procure only ONE electric vehicle across any of the above categories to claim incentive.
  • Vehicle must comply with FAME India Phase-II eligibility criteria.
  • Incentives are available ONLY to individuals — Companies, Corporations, Partnership Firms, and Proprietorship Firms are NOT eligible.
  • Any payment made in cash for the transaction is treated as ineligible for calculating and considering the incentive.

Ancillary Benefits

  • Free Registration: District Transport Officers (DTO) allow 100% free registration for EVs purchased in Assam by Assam residents.
  • Parking Fee Waiver: 100% waiver on EV parking charges across all municipal and urban bodies for 5 years.
Charging Infrastructure Incentives

Electricity tariff concessions and public charging station rules

Existing Petrol Pumps, Housing Societies, Malls, Parking Spaces, Offices, and Colleges/Universities are eligible to establish public charging infrastructure.

Land RequirementLand proposed for the charging station must be in the applicant's name (owned or leased) free of disputes.
EV Manufacturing Incentives

Employment norms and eligible Fixed Capital Investment

EV and EV component manufacturing units are governed by existing statutory norms and receive incentives under the Industrial & Investment Policy of Assam, 2019 and NEIDS 2017.

State Level Committee & Process

Approval workflow and Annexure specifications

  • State Level Committee (SLC): Chaired by Senior-Most Secretary, IC&PE Department; includes Finance, Science & Technology, Transport, APDCL, Pollution Control Board, and Commissioner of Industries & Commerce.
  • Early Adoption Approval Flow: Individual submits online application (PAN, Aadhaar, RC, money receipt) -> Commissionerate of Transport (CT) verifies -> SLC approves -> Incentive disbursed directly into beneficiary bank account.
  • Technical Standards: Charger specifications follow BIS Indian Standards (IS 17017 series) covering CCS, CHAdeMO, Type-2 AC, Bharat DC-001, and Bharat AC-001 connectors.
