Dedicated MSME Framework for the Bodoland Territorial Region

The Bodoland Territorial Council (BTC) was created following the tripartite accord signed on 10th February, 2003 through the 92nd Constitutional Amendment Act. The Council covers four districts — Kokrajhar, Chirang, Baksa and Udalguri — with a total geographical area of approximately 9,688 sq. km., and Headquarters at Bodofa Nwgwr, Kokrajhar town.

BIP'2019 succeeds the Bodoland Industrial Policy 2014 (which was in operation up to 30.11.2019). Units eligible under BIP'2014 continue to be governed by that policy; BIP'2019 applies to new MSME and traditional units set up on or after 01.12.2019.

Fixed Capital Investment (FCI) covers new plant & machinery, land, and building. For Micro units specifically, FCI also includes factory shed and godown costs. P&M must be newly purchased — second-hand machinery is ineligible.

  • District Level Committee (DLC): Chaired by Principal Secretary, BTC (or rep); scrutinizes and approves claims.
  • BTC Level Committee: Chaired by Executive Member i/c Industries & Commerce, BTC; oversees policy execution and approves major incentives.

Non-Eligible Activities (Annexure I)

  • Tobacco & manufactured tobacco substitutes (Chapter 24); Pan Masala (Chapter 21).
  • Plastic carry bags below 20 microns.
  • Petroleum / gas refinery products (Chapter 27); Coke and Calcined Petroleum Coke.
  • Purely peripheral activities — preservation, cleaning, packing, re-labeling, sorting, etc.
  • Saw mills; tea (except Small Tea Growers eligible under thrust list); marble cutting; plain to TOR rod.
