Promulgated by the Department of Information Technology, Electronics and Communication (DITECH), Government of Haryana, the Haryana State Startup Policy 2022 repeals the former Entrepreneur and Startup Policy 2017 to establish a dynamic, inclusive, and world-class startup ecosystem across the state.
Haryana has emerged as one of India's pre-eminent startup hubs, hosting over 3,910 DPIIT-recognized startups and 14 Indian Unicorns (such as Zomato, PolicyBazaar, Delhivery, Cars24, OfBusiness, Spinny, etc.). The 2022 policy focuses on grassroots innovation, subsidized incubation, seed funding, and regulatory easing for budding technopreneurs.
Core Policy Targets & Vision
- •Encourage, facilitate, and support the emergence of at least 5,000 new startups in Haryana.
- •Establish new government and private incubators, plug-and-play warehouses, and innovation campuses across all 22 districts.
- •Provide ₹10 Lakh Seed Grants to 2,100 selected startups across A, B, C, and D category blocks.
- •Relax public procurement norms (tender fee waivers, EMD exemptions, prior turnover/experience waivers) for state startups.
- •Drive student entrepreneurship through academic tie-ups, faculty upskilling, and distribution of 10,000 technology DIY kits annually.
Eligibility Criteria and Category Classifications
Definition of a Startup (Clause 1)
- •Period: Up to 10 years from the date of incorporation or registration.
- •Entity Type: Private Limited Company (Companies Act 2013), Registered Partnership Firm (Section 59 of Partnership Act 1932), or LLP (Limited Liability Partnership Act 2008).
- •Turnover: Annual turnover for any financial year since incorporation has not exceeded ₹100 Crore.
- •Innovation Gate: Entity must be working toward innovation, development, or improvement of products, processes, or services, or a scalable business model with high employment generation.
- •Exclusion: Entities formed by splitting up or reconstruction of an existing business are NOT eligible.

Single Roof Clearances & Labor Law Self-Certifications (Clause 3)
All regulatory approvals are processed online in a time-bound manner via the Haryana Enterprise Promotion Centre (HEPC) portal. Startups and incubators are permitted self-certifications and EXEMPTED from routine inspections for 3 to 5 years under 14 labor laws:

Preferential Public Procurement (Clause 3.3)
Government departments and PSUs in Haryana extend public procurement relaxations to recognized startups: 100% waiver of Tender Fee and Earnest Money Deposit (EMD), relaxed Performance Security, and complete waiver of prior turnover and prior experience criteria (subject to meeting technical quality specs).

- •10,000 Technology Kits Annually: Distribution of microcontroller/microprocessor DIY kits to school students to promote practical computer science and electronics learning.
- •Faculty Development: Specialized train-the-trainer programs for university faculty to foster student entrepreneurship.
- •Startup Haryana Grand Challenge: State-level innovation challenge to solve governance problems faced by government departments using AI, IoT, Blockchain, and Big Data.
- •Bi-Annual District EDPs: Entrepreneurship Development Programs conducted every 6 months across all 22 districts of Haryana.
- •Annual Scientific Conferences: Joint industry-institute scientific conferences organized by DITECH and Dept of Science & Technology.
