Notified by the Department of Industries & Commerce, Government of Haryana vide Notification No. 20/06/2026-4IB-1 in Gazette Extraordinary No. 80-2026/Ext. on 26 May 2026, the 'Make in Haryana Industrial Policy 2026' supersedes the former Haryana Enterprises & Employment Policy 2020 (HEEP-2020) for Ultra Mega, Mega, and Large Enterprises.
Valid for 5 years across Haryana, the policy establishes a transformative framework to position Haryana as an internationally competitive, resilient, and sustainable industrial hub. It targets attracting ₹5 Lakh Crore in new investments, generating 10 Lakh new jobs, and doubling merchandise exports to ₹3.24 Lakh Crore (USD ~38 Billion).

Geographical Area Categorization (Clause 13.1.1)
- •Prime / Focus Area: Industrial Investment Areas notified by Industries & Commerce Dept.
- •Sub-Prime Area: Conforming Industrial Zones in TCP/ULB Master Plans, vacant HSIIDC/Private plots, new licensed industrial colonies, and areas outside Controlled Area limits.
- •Intermediate Area: Allotted plots in HSIIDC IMTs or Private Industrial Parks, and areas between municipal limits and Controlled Area limits.
- •Core Area: Areas falling within municipal limits notified by ULB Department.

Incentive 3 — Local Employment Generation Subsidy (Clause 13.3.3)
- •Local Employment Subsidy: Up to ₹1.00 Lakh/year per Haryana local employee (up to ₹1.20 Lakh/year for Women / SC / Divyang / Agniveers / Ex-Servicemen) for 10 years from DoCP (min ₹48,000/yr). Verified via Parivar Pehchan Patra (PPP).
- •HKRN Recruitment EPF Booster: 100% reimbursement of employer & employee EPF statutory contribution (up to ₹25,000/year per employee for 5 years) for local employees recruited through Haryana Kaushal Rozgar Nigam (HKRN).
Incentive 5 & 6 — R&D, Patents & Export Boosters (Clause 13.3.5 - 13.3.6)
- •R&D Lab Capital Grant: 50% capital cost reimbursement for DSIR/CSIR recognized R&D labs up to ₹10 Cr (Large), ₹25 Cr (Mega), ₹50 Cr (Ultra-Mega).
- •Patent Commercialization: ₹50.00 Lakh per domestic patent granted & commercialized (cap ₹5 Cr); ₹1.00 Crore per international patent (cap ₹10 Cr).
- •Export Booster Option 1: Up to 20% add-on to Capital Subsidy if exports ≥10% of total sales (annual turnover ≥₹100 Cr).
- •Export Booster Option 2: 3% of annual export turnover value for 5 years (capped at 4.5% of ECE).
Incentive 7, 8 & 9 — Sustainability, Relocation & Thrust Booster
- •Greening Incentives: ₹100 per BEE/Verra Carbon Credit unit (cap ₹1 Cr); Captive Renewable Energy grant ₹50 L/MW (cap ₹2.5 Cr Large / ₹10 Cr Mega); 50% ZLD grant up to ₹5 Cr (Large) / ₹10 Cr (Mega); Green Building certification grant 2% building cost (cap ₹5 Cr).
- •One-Time Relocation Grant: 50% relocation freight/duty cost up to ₹5.00 Crore (domestic relocation from outside Haryana) / ₹10.00 Crore (international relocation).
- •Thrust / Essential / Import Substitution Top-Up: Additional 5% Capital Subsidy top-up for 15 Thrust Sectors, 28 Essential Sector Products, or 30 Import Substitution Products.
- •Section 13.4 — Central PLI Top-Up Option: 50% top-up incentive on Central Govt PLI / India Semiconductor Mission disbursements in lieu of standard state incentives.

- •Gurugram Convention-cum-Exhibition Centre: International-standard trade fair and exhibition hub.
Faceless Portal, 7-Day Upfront Disbursement & Jan Vishwas Act
Speed of Doing Business & Transparency (Enabler 3)
- •Faceless Invest Haryana Portal: Single Sign-On (SSO) integrated with DigiLocker, automated GIS site assessment, and AI-based project report generator.
- •Upfront 50% Incentive Disbursement: 50% of eligible incentive released after preliminary scrutiny within 7 working days; remaining 50% within 45 working days (8% p.a. interest paid on delays).
- •Land Feasibility Certificate: Digitally issued within 45 working days verifying ownership, encumbrances, and zoning.
- •Deemed Approvals: Auto-issued from HOD login upon SLA expiry with auto-generated notices for disciplinary action.
- •Jan Vishwas Act 2025: Decriminalization of 164 minor criminal provisions across 42 State Acts.
- •Deregulatory Highlights: White Category expanded to 734 industries, 21-day CTE/CTO SLA, instant automated CLU, 10-hr daily work shifts allowed, building height restrictions removed.
Future-Ready Talent & Brand Haryana (Enablers 4 & 8)
- •Skill Census & ITI PPP Adoption: State-wide skill census and 10+ year PPP adoption model for ITIs.
- •Apprenticeship Stipend Support: 50% stipend reimbursement (up to ₹15,000/month per intern for 6 months, max 50 students/yr per unit).
- •Bureau of Industrial Policy & Promotion (BIPP): Headed by a COO for proactive lead generation and FDI solicitation.
- •3-Tier Grievance Redressal: Apex Level (headed by Chief Minister), State Level (headed by ACS Industries), District Level (headed by DC).
