Why the policy exists
The policy aims to create a globally competitive and locally relevant MSME sector, and is designed as a one-stop shop for all State incentives to MSMEs — promotion of new enterprises, cluster-based technology upgradation, market linkages, industrial infrastructure, quality certification and improved credit flow. It runs from notification in the official Gazette until 31 March 2029 and supersedes the MSME Policy Package 2022.
Several heads below are not free-standing. They operate by reference to specific clauses of RIPS 2024, and the policy states that provisions taken from the prevailing RIPS are treated as revised if those clauses are amended — so the figures track RIPS rather than being fixed here. Separately, an enterprise cannot take similar benefits under more than one State policy.
Capital, interest and credit support

- •Duration matches the interest subsidy period defined in RIPS 2024 for MSMEs.
- •Projects up to ₹10 crore are evaluated by the District Level Task Force Committee; above ₹10 crore by the High Level Task Force Committee chaired by the Commissioner, Industries and Commerce.
- •Collateral-free CGTMSE term loans below ₹5 crore attract reimbursement of 100% of the annual guarantee fee paid to lending institutions, for 7 years.
- •One-time support up to ₹15 lakh towards the cost of raising equity on the NSE or BSE SME exchange platform, after a successful raise.
Technology, quality, sustainability and skilling

'Environmental projects' means environmental infrastructure such as ETPs and waste management, Zero Liquid Discharge, air pollution control and water measures.
Exhibitions, digitisation and e-commerce

A cooling-off rule sits behind the per-year caps and is easy to miss when planning an exhibition calendar: after claiming in a category in one financial year, the beneficiary cannot claim in that same category for the next two financial years. Assistance applies only to fairs notified by the State Government.
- •Digitisation of business processes — 75% of the cost of POS systems, barcode scanners and inventory software, maximum ₹50,000 per MSME.
- •E-commerce adoption — 75% of platform fees excluding shipping, maximum ₹50,000 per MSME, for one platform only, available to enterprises adopting e-commerce after notification.
Facilitation, ease of doing business and governance
- •The Rajasthan MSME (Facilitation of Establishment and Operation) Act 2019 exempts new MSMEs from all approvals and inspections under any state law for 5 years from establishment.
- •An online Single Window Clearance System covers 16 departments and corporations providing about 135 services through a Composite Application Form, alongside a One Stop Shop in the Bureau of Investment Promotion.
- •MSME Investment & Facilitation Centres in every District Industries & Commerce Centre, MSME Development & Facilitation Centres at divisional headquarters, and 17 Micro & Small Enterprises Facilitation Councils for delayed-payment disputes.
- •Plots reserved for MSMEs in RIICO industrial areas, with thrust on flatted structures to provide affordable space; infrastructure support for existing and greenfield clusters in non-RIICO areas.
- •A State Level Review Committee chaired by the Secretary, Industries & Commerce, with the Commissioner as Member Secretary, monitors implementation; the High Level and District Level Task Force Committees screen and sanction proposals.
