Why the policy exists
Notified by GR No. MVR-0125/C.R.13/Tra-2 of the Home Department dated 23 May 2025, the policy runs from 1 April 2025 to 31 March 2030, succeeding the EV Policy 2021. It aims for 30% EV penetration across all new vehicle registrations and to cut roughly 325 tonnes of vehicular PM 2.5 and 1 million tonnes of GHG emissions from transport by 2030. The Transport Department is the nodal department.

The six urban agglomerations are Mumbai, Pune, Nagpur, Nashik, Chhatrapati Sambhaji Nagar and Amravati. A category-code inconsistency exists in the notification itself and appears in both its Marathi and English texts: the targets table calls e-buses (M2, M3) while the incentive table calls them (M3, M4) — M4 is not a category under Indian vehicle classification. Confirm the intended code with the Transport Department before relying on it for a claim.

The vehicle-count column caps how many units in each category can draw the incentive across the whole policy period — it is not a per-applicant limit, and the GR does not state how the pool is allocated once demand exceeds it. Sequencing also matters: cities covered by PM e-Drive, namely Mumbai and Pune, must take the central benefit before claiming under this policy. State incentives are in addition to PM e-Drive.
- •Incentives apply to vehicles sold and registered in Maharashtra, from manufacturers either producing in the state or registered to sell there, and are disbursed as a percentage of ex-factory value through the vehicle OEM to the buyer.
- •They also apply where the vehicle is bought without ownership of the battery transferring to the end customer.
- •All EVs sold and registered during the policy period are fully exempt from motor vehicle tax, and from registration certificate issuance and renewal fees.
- •100% toll waiver for passenger EVs on the Mumbai-Pune Expressway, the Samruddhi Mahamarg and the Atal Setu. Phased waivers on other state highways are decided by the Steering Committee under the Chief Secretary.

Funding covers the cost of the charging station only, excluding land and ancillary cost. The minimum charging-point count is a qualifying condition. One drafting ambiguity: the English text writes the upper band as "250 to > 500 kW" while the Marathi text writes 250 to 500 kW — confirm before sizing a station at or above 500 kW.
- •Charging every 25 km along state and national highways, with at least one fast charging station at every fuel pump and MSRTC bus station, subject to technical feasibility.
- •New residential buildings must be 100% EV-charging ready; new commercial buildings at least 50%; existing commercial buildings with shared parking must have operational charging at 20% of spaces. Every new residential building needs at least one community charging point, and existing housing societies may allocate shared charging with 50% member approval.
- •Concessional tariffs per MERC Order No. 217 of 2024 dated 28 March 2025. A single-window online portal covers charging infrastructure approvals.
- •The Mumbai-Pune Expressway and Samruddhi Mahamarg are to be developed as Sustainable Mobility Corridors.
Supply side, research and implementation
- •All benefits under the 'D+' category of mega projects go to industries including MSMEs in EV battery and component manufacturing, irrespective of location in the state, disbursed by the Industries Department.
- •Battery recycling hubs encouraged near battery manufacturing and charging infrastructure — Mumbai Metropolitan Region, Pune, Nagpur and Chhatrapati Sambhajinagar.
- •At least three Centres of Excellence for R&D in EVs, charging infrastructure and hydrogen technologies, backed by a ₹15 crore CM EV R&D Grant. Priority domains include sodium-ion cells, indigenised power electronics and EVSE, battery recycling, permanent magnet-free motors, bi-directional charging and vehicle-to-grid, and biomass-based green hydrogen.
- •MSBTE to introduce specialised courses in EV design, battery technology, charging infrastructure, power electronics and energy management, with reskilling for the ICE workforce via the Mahaswayam portal.
- •A digital battery passport tracking manufacturing details, real-time health, usage history and end-of-life diagnostics, and Automated Testing Stations for thermal runaway testing.
- •A Steering Committee chaired by the Chief Secretary, with the Transport Commissioner as Member Secretary, monitors implementation, supported by a Maharashtra State EV Cell.
