Gujarat SpaceTech Policy 2025-30

The Gujarat SpaceTech Policy 2025-30 is a dedicated five-year policy framework notified by the Department of Science and Technology. Working in alignment with the Gujarat Electronics Policy (2022-28) and the Gujarat IT/ITeS Policy (2022-27), this policy aims to establish Gujarat as a premier hub for space technology. It offers targeted incentives for satellite manufacturing, launch vehicles, ground stations, space applications, and SpaceTech startups, alongside infrastructure projects like a Space Manufacturing Park and state-operated launch pads.

Notified vide G.R. No. DST/RES/e-file/24/2025/0390/Electronics, dated 16/04/2025. Operates under the nodal administration of the Office of the Mission Director, Gujarat State Electronics Mission (GSEM).

Why the policy exists and its core mandate

Global & Domestic Space Economy

With the global space economy projected to exceed $1 trillion by 2040, and India's sector targeting a leap from $8.4 billion to $44 billion, Gujarat is positioning itself to lead. The State is home to key national space installations like ISRO's Space Applications Centre (SAC), providing a strong foundation for private-sector industrial clusters.

Core Policy Mandates

  • Encourage private sector participation in the design, development, assembly, and deployment of launch vehicles, payload electronics, and satellites.
  • Establish state-of-the-art facilities for prototyping, rocket testing, and satellite calibration.
  • Develop local human resources skilled in aerospace engineering and space data analytics.
  • Promote the dual-use applications of space technology to support agriculture, weather observation, and communication.
This policy must be read alongside the Gujarat Electronics Policy (2022-28), the Gujarat IT/ITeS Policy (2022-27), and the IT/ITeS Policy Modifications dated 11/10/2024.
2. SpaceTech Manufacturing

Manufacturing parameters, launch subsidies, and patents

Incentives under the Gujarat Electronics Policy

Units engaged in the manufacturing of spacecraft, satellites (GEO, MEO, LEO), launch vehicles, payload electronics (ASIC, FPGA, PCBAs), thruster propulsion units (chemical, electric, green), and mechanical ground systems will receive the exact capital, power, land, and interest subsidies defined under the Gujarat Electronics Policy (2022-28).

Launch Cost Assistance

Satellites manufactured by SpaceTech manufacturing units registered in Gujarat are eligible for a 25% reimbursement of launch service fees (including Launch Risk Guarantee) paid to the launch provider. This assistance is capped at INR 5 Crore per launch.

Patent Statutory Cost Reimbursement

Eligible manufacturing units can claim a 30% reimbursement of the statutory cost incurred during filing Indian intellectual property rights (IPR). The ceiling is set at INR 50 Lakh per unit, valid for patents successfully filed and granted within five years of the unit's Commercial Operation Date.

3. Ground Segment, Space Application & Design

Ground stations, satellite telemetry, and data processing

Ground Segment Equipment

Ground Segment operations include all terrestrial systems involved in controlling and communicating with spacecraft or satellites. This covers tracking/ranging stations, antenna arrays, mission control facilities, and SATCOM terminals.

Space Applications & Design

This domain involves designing and deploying software applications powered by satellite data, including global navigation systems, Earth observation, space situational awareness (SSA), weather forecasting, and GIS mapping.

All Ground Segment and Space Application units qualify for the same incentives (including power, lease, capital, and employment top-ups) provided under the Gujarat IT/ITeS Policy (2022-27).
4. SpaceTech Startups

R&D and entrepreneurship assistance

Deep Tech & ICT Startups Support

SpaceTech startups registered in Gujarat and engaged in satellite manufacturing, component design, or ground telemetry software can access the dedicated startup support packages under the Gujarat IT/ITeS Policy (2022-27). This includes seed capital, interest subsidies, coworking space concessions, and mentorship access.

5. Centre of Excellence & CFC Subsidy

Access to common technical facilities and skill development

Common Facility Center (CFC) Pay-Per-Use Subsidy

All eligible SpaceTech units are entitled to a 25% subsidy on pay-per-use charges for accessing government-developed common technical facilities. This subsidy is valid for a period of five years from the unit's Commercial Operation Date.

Centre of Excellence (CoE)

The Government of Gujarat will establish a dedicated Centre of Excellence in collaboration with IN-SPACe or other agencies under the Department of Space (GoI). This CoE will offer specialized, industry-focused training and technical resources to support local space startups and industries.

6. Infrastructure Development

Space Manufacturing Park and launch pad projects

Space Manufacturing Park

The Government will set up a specialized Space Manufacturing Park offering state-of-the-art logistics connectivity, plug-and-play industrial sheds, common testing infrastructure, and customized industrial land to attract manufacturing giants.

Establishment of Launch Pads

The policy facilitates the establishment of a state launch pad at a suitable coastal or geographic location in Gujarat, designed to support LEO communication, Earth observation, space tourism, and scientific research launches.

Indicative SpaceTech Manufacturing Products (Annexure-I)

  • End-to-end spacecraft systems for GEO, MEO, and LEO orbits.
  • SATCOM payloads: Solid-State Power Amplifiers (SSPAs), Travelling Wave Tube Amplifiers (TWTAs), and optical transceivers.
  • Earth observation payloads: High-resolution imagers, space-grade cameras, and mirrors.
  • Quantum communication relays, space-based repeaters, and IoT-enabled satellites.
  • Avionics, LIDAR, space robotics, laser links, super-capacitors, and green propellants.
7. Institutional Mechanism

Scrutiny, approvals, and TAC composition

Governance & Approvals Process

Applications are submitted to the Office of the Mission Director, GSEM. The Technical Advisory Committee (TAC) performs technical scrutiny on the feasibility and relevance of the technology. Recommendations are then forwarded to the State Level Empowered Committee (SLEC) for final incentive approvals.
