Viksit Gujarat Industrial Policy 2026

The Viksit Gujarat Industrial Policy 2026 is a future-oriented, transformative industrial framework anchored in the national vision of 'Viksit Gujarat se Viksit Bharat @2047'. The policy replaces increment-led industrial growth with an innovation-driven, high-value advanced manufacturing model. It introduces calibrated fiscal incentives (flexible combinations of capital subsidies, interest subsidies, and power-tariff concessions) for MSMEs, Large, Mega, and Ultra-Mega units across 21 notified thrust sectors, with dedicated provisions for startups, women entrepreneurs, eco-friendly green GIDCs, and region-wide economic master plans.

Unveiled on 15 June 2026 at Mahatma Mandir, Gandhinagar, the policy is effective from 1 June 2026 and runs for a five-year validity term. The implementation is overseen by the Industries Commissionerate, and detailed Government Resolutions (GRs) / operational guidelines are awaited.

  • Drive value-addition in manufacturing through emerging, high-technology sectors (semiconductors, space tech, robotics).

  • Formulate strategic plans for import substitution and export diversification into non-traditional global markets.
  • Develop Smart GIDC estates, specialized industrial parks, and comprehensive GIS-based land banks.
  • Establish Udyog Sahay Kendras on a Hub-and-Spoke model to coordinate all queries and grievance resolutions.
  • Foment innovation-led growth via R&D incentives, Centers of Excellence, and academic collaborations.
2. Policy Period & Strategic Framework

Duration and the multi-pronged approach

The policy is effective for a five-year period starting 1 June 2026. The conceptual design is anchored in twin guiding principles: 'Earning Well' and 'Living Well'.

Belonging to one of the 21 thrust sectors is a mandatory qualifying condition for Mega and Ultra-Mega incentives, and it unlocks enhanced subsidy ceilings for Large units.

Large Units in Thrust Sectors — Incentive Matrix

Large thrust units can choose a customized combination of capital subsidy, interest subsidy, and power-tariff assistance, subject to a maximum overall ceiling of 25% of eligible Fixed Capital Investment (eFCI) in Category-B Talukas, and 35% of eFCI in Category-A Talukas.

5. Support for Startups

Startup incentive suite

The Gujarat Startup Cell at the Industries Commissioner's Office manages a single-window interface for startup incentives:

  • Sustenance Allowance: ₹25,000/month for 1 year (₹30,000/month for startups with a women co-founder). Extended up to 2 years for high-tech, biotech, fintech, green, or disruptive sectors.
  • Seed Support: Up to ₹30 Lakh base seed grant. Additional ₹10 Lakh for significant societal impact; additional ₹10 Lakh for green, deep-tech, or fintech projects. Cumulative seed support capped at ₹50 Lakh per startup.
  • Interest Subsidy: Additional 1% interest subsidy, up to 9% on Term Loans.
  • Ecosystem Support: Acceleration programme participation up to ₹5 Lakh, and soft skill training support up to ₹1 Lakh.
  • Cross-Border Innovation Bridges: Collaborations with international startups (e.g. India-Israel Agri-tech / Water-tech bridge), with grants up to ₹1 Crore for prototyping, pilot testing, and marketing.
6. Women Entrepreneurs & Workforce Housing

  • Interest Subsidy: Additional 1% interest subsidy across eligible schemes.
  • CED Accelerator: Special 'Return-to-Industry' refresher courses to assist women returning to professional/industrial roles after career breaks.
  • Leadership Council: Establishing the Women's Industrial Leadership Committee (WILC) to co-create policy revisions and monitor participation rates.
  • Rental Support: Reimbursement of 75% of rental costs, up to ₹3 Lakh per annum for 5 years.

MSME Scheme Framework

MSMEs can access support for quality certifications, ZED certification, ERP/ICT implementations, patent registrations, energy/water conservation systems, capital raising via SME exchanges, rental subsidies, and trade exhibitions.

  • Inclusive Slabs: Under the Dr. Babasaheb Ambedkar Scheme (SC) and Bhagwan Birsa Munda Scheme (ST), SC/ST MSME entrepreneurs receive an additional 5% incentive over standard caps.
  • Special Needs Support: Enhanced incentives are also available for entrepreneurs with disabilities.
