Startup & Innovation Ecosystem in Goa
The Goa Startup Policy 2025 is a three-year promotional framework aimed at positioning Goa as India's 'Creative Capital' and a premier startup destination. Operating under the Startup and IT Promotion Cell (SITPC) of DITEC, the policy introduces a twelve-scheme financial incentive architecture. Key features include a dedicated Venture Capital Fund of Funds (investing up to ₹1 Crore in lieu of equity), seed capital grants, salary and lease rental support, R&D reimbursements, special allowances for women entrepreneurs, and a single-window SITPC clearance system offering RTO, local body, and labour law inspection exemptions.

Goa currently hosts over 651+ DPIIT-recognised startups, one of the highest per capita figures in India. The state aims to capitalize on this base by building partnerships across incubators, maker spaces, educational institutes, and venture funds to build a competitive innovation ecosystem.

Core Start-up Eligibility Conditions — Clause 2

Emerging & Sustainable Technologies
Special incentives apply to startups leveraging technologies categorized under:
- •Futuristic Technologies: NLP, Drones, Robotics, Defence, Aerospace, Space tech, Fintech, Medtech, and Healthtech.
- •Renewable Energy: Clean technologies reducing carbon footprints (Solar, Wind, Hydro, Biomass).
- •Climate Change: Technologies reducing or offsetting carbon emissions.
- •Circular Economy: Reuse (circular fashion), Recycle (plastic/construction), Reduce (sustainable packaging), Remove (carbon capture).
- •Sustainability: Soil health, ocean biodiversity, water conservation, and disaster management.
Twelve dedicated schemes and fund channels
A. Venture Capital Fund of Funds — Clause 5.4.1(a)
A dedicated Fund of Funds managed by an appointed professional lead entity. It does not invest directly but routes equity-linked funding up to ₹1 Crore per startup, targeting at least 25 startups. Out-of-state startups setting up operations in Goa with >50% local staff are eligible.

C. Internet, Software & Cloud Reimbursement — Clause 5.4.1(e)
Startups operating from their own or rented premises (not using public incubators) can claim reimbursement of internet connectivity, software licence fees, and cloud services fees up to ₹1 Lakh per quarter for up to one year.

- •24x7 Operations: Authorised registered startups can operate 24x7. SITPC issues official intimations to local Panchayats and municipal bodies.
- •Labour Law Inspection Exemption: Startups registered with both SITPC and Start-up India (DPIIT) are exempted from routine inspections under six labour laws (Factories Act, Maternity Benefit, Contract Labour, Payment of Wages, Minimum Wages, and Employment Exchange).
- •Single Window Portal: www.startup.goa.gov.in serves as the central hub for registration, compliance repositories, and submitting incentive claims.

Step-by-Step Application Process
- 1Confirm Baseline: Verify the startup is under 10 years old, turnover is <₹100 Crore, and it has operated in Goa for at least 3 months.
- 2Verify IT vs Non-IT: IT startups route through DITEC; Non-IT manufacturing startups route through the Department of Industries.
- 3Register Online: Submit incorporation documents and business plans on www.startup.goa.gov.in. Registration is processed within 4 working days.
- 4Establish Local Status: If local, compile Goan residence proofs of directors to unlock the lease subsidy.

Expedited Scheme Approvals (SITPC Direct)
