Startup & Innovation Ecosystem in Goa

The Goa Startup Policy 2025 is a three-year promotional framework aimed at positioning Goa as India's 'Creative Capital' and a premier startup destination. Operating under the Startup and IT Promotion Cell (SITPC) of DITEC, the policy introduces a twelve-scheme financial incentive architecture. Key features include a dedicated Venture Capital Fund of Funds (investing up to ₹1 Crore in lieu of equity), seed capital grants, salary and lease rental support, R&D reimbursements, special allowances for women entrepreneurs, and a single-window SITPC clearance system offering RTO, local body, and labour law inspection exemptions.

The policy was notified vide Notification No. 2(89)/DITEC/2024/Startup policy-2024/340 dated 23/09/2025 and published in the Official Gazette, Series I No. 26 dated 25/09/2025. It supersedes the predecessor Goa Startup Policy 2020/2021 series while grandfathering existing registered startups.
