Logistics and Warehousing in Goa at a Glance

The Goa Logistics and Warehousing Policy, 2023 is an eight-chapter framework granting industry status to the logistics and warehousing sector. It is designed to modernize state infrastructure, align with the National Logistics Policy via the PM Gati Shakti Master Plan, and leverage Goa's port, airport, rail, and road connectivity. The policy introduces loan-linked capital and interest subsidies, FSI relaxations up to 200%, land conversion concessions, and earmarks 20% of industrial estate land banks specifically for logistics.

The policy was notified vide Notification No. 3/10/2023-IND/119 in the Official Gazette, Series I No. 10 dated 08/06/2023, following approval by the Council of Ministers in their XXIVth Cabinet Meeting on 24/05/2023. The issuing department is the Department of Industries, Government of Goa.
1. Context & Objectives

Why the policy exists

Goa's industrial growth has historically been driven by tourism and hospitality, pharmaceuticals, IT/ITeS, light engineering, machinery manufacturing, and agro and food processing. The state's special income tax exemption attracted over 80 reputed pharmaceutical companies, generating approximately ₹2,500 crore in revenue and constituting roughly 12% of total national drug production. In 2022-23, Goa's Gross State Domestic Product (GSDP) reached ₹914.17 billion (USD 11.09 billion), growing at a CAGR of 6.41% from 2016-17.

Despite these strengths, the state's logistics infrastructure faced capacity constraints. To address this, the policy adopts the eight-pillar approach of the National Logistics Policy (NLP) and leverages the PM Gati Shakti framework to coordinate infrastructure upgrades across port, airport, rail, and road systems.

These baseline figures represent the State's published position as of 2021. With 25 lakh sq ft of warehousing and 7,705 MT of cold storage against 4,000 operating units, they show a clear demand-supply gap useful for project reports or bank appraisal notes.

Asset-Class Eligibility Thresholds — Clause 11.3

To access the capital and interest subsidies, a project must meet the minimum area threshold for its category. Siting and area parameters act as absolute eligibility gates:

The backward-taluka threshold is one-tenth of the general area threshold, and the subsidy rate is higher. A cold storage of 200 sq m in a backward taluka qualifies for 15% capital subsidy and a 5-year interest subsidy, whereas outside it requires 2,000 sq m. Confirm the notified list of backward talukas with the Department of Industries before committing to land.

Industry Status and Land Access — Clause 7.4

  • The Goa Investment Promotion and Facilitation Board (GIPB) provides special in-principle approval assistance to logistics and warehousing projects.
  • Earmarking 20% of the land bank for logistics and warehousing projects in existing and upcoming industrial estates wherever possible.
  • Assessment and reservation of plots specifically for e-commerce and warehousing activities within industrial estates.
  • Recommended amendments to GIDC regulations to simplify transfer/sub-lease rules, reduce sub-lease charges, and remove restrictions on sub-leasing for logistics units.
  • Option for existing plot allottees to set up warehouse facilities, subject to prescribed GIDC fees and procedures.
3. Incentives

Incentive quantum and financial support

Under Clause 11, the proposed incentives are applicable for the first 2 years from the date of issuance of the Policy, after which the state evaluates effectiveness to decide on extensions. Capital and interest subsidies are loan-linked.

Because subsidies attach strictly to loans, projects funded entirely through internal accruals or equity fall outside the eligibility basis. Loan sanctions and end-use certificates must be kept clean and aligned to these requirements.

B. Tailor-Made Incentives for Mega Projects — Clause 11.1

Logistics infrastructure projects classified under the 'Mega Projects' category receive customized incentives negotiated under the Goa Industrial Growth and Investment Promotion Policy, 2022. The standard rates in Clause 11.3 do not apply to them.

D. Land Development & Conversion Charges — Clause 11.4

  • Developers of logistics units and warehouses are eligible for a 50% concession on land conversion charges.
  • Case-to-case subsidization of stamp duty and registration charges for developments of ICDs, Dry Ports, rail-based projects, and Integrated Logistics Parks.

E. Incentives for Skilling — Clause 11.5

Reimbursement of 50% of the cost involved in skill upgradation and training of local manpower, capped at ₹5,000 per person, up to a maximum of 1,000 persons per business unit, for the initial two years.

4. Infrastructure & Interventions

State networks and multi-modal corridors

Road Transport — Clause 5.1

With road transport contributing 85% of logistics, the policy records infrastructure upgrades including: the 8-lane Zuari Bridge; the Goa–Mumbai 4-lane widening (cutting travel time from 13 to 8-9 hours); the Goa–Karnataka highway widening; the port connectivity road to Mormugao Port; and an access-controlled 6-lane approach to Manohar International Airport (Mopa).

Inland Navigation Waterways — Clause 5.2

Goa features 255 km of navigable waterways (including Mandovi and Zuari). Navigation costs are ₹1.06 per tonne-km compared to ₹1.41 for rail and ₹2.38 for road. The policy supports: allocation of 14,380 sq m for the Konkan Maritime Cluster at Verna; SAGARMALA modernized jetties; and phase-wise action plans connecting river routes to major ports in Maharashtra and Karnataka.

Rail Freight Corridors — Clause 5.3

Leveraging the 150 km Konkan Railway and South-Western Railway corridors, plans focus on dedicated freight schedules, reefer wagon facilities for exports, and augmenting rail-side warehousing at the Balli ICD.

Manohar International Airport (MIA) Airway Corridor — Clause 5.4

MIA at Mopa serves as an export engine for pharma and perishables, offering 7,000 MT of cargo capacity. The policy proposes a Free Trade Warehousing Zone (FTWZ) and Integrated Logistics Parks near Mopa.

Mormugao Sea Port Infrastructure — Clause 5.5

The Mormugao Port Authority is redeveloping berths on a PPP basis. The policy identifies available port land for cargo consolidation:

6. Procedure

Step-by-Step Application Process

  1. 1Verify project scale: Check if the project falls under the Non-Mega category (governed by Clause 11.3) or Mega category (governed by the 2022 Industrial Policy).

Goa State Logistics and Warehousing Incentives Scheme, 2025

Notified on 03/10/2025 following Cabinet approval in September 2025, this scheme operationalizes the policy. It limits eligibility to non-mega units and conditions full benefit disbursements on maintaining a specified proportion of Goan employment. Perishable cold chain facilities receive electricity duty reimbursements under this scheme, which remains active for 3 years from its publication date.
