MeitY's semiconductor design incentive under the India Semiconductor Mission. Startups and MSMEs designing ICs, chipsets, SoCs, systems or IP cores get up to 50% of eligible expenditure reimbursed (cap ₹15 crore), a deployment incentive of 6% falling to 4% of net sales over five years (cap ₹30 crore), and access to EDA tools and multi-project-wafer runs.

Chips to Startup (C2S) Programme

MeitY's capacity-building programme for semiconductor design. Academic institutions and R&D bodies are the primary applicants; startups and MSMEs take part through academia-industry projects, grand challenges, hackathons and RFPs for SoC and IP-core development, gaining EDA tools, IP repository access and multi-project-wafer runs. Ninety-five startups were engaged by January 2026.
